		<description>I am not sure how long the senator spoke on this topic but I am hoping he discussed the number of people in our prisons that have severe mental illness. I have had first hand experience on the streets of San Jose regarding the severely mentally ill when they are in crisis and what their behavior can lead to. I have also confronted many criminals on the streets who are dangerous and need to be in prison as the senator eluded to. 
     One of the primary issues that needs to be addressed is that of Stigma and Discrimination of those who suffer from mental illness. It is a well known fact that most people who have mental illness are not dangerous. However, due to the small percentage of the mentally ill that are dangerous a great deal of research needs to be devoted to this area in an attempt to gain further understanding.</description>
